Rav Berg explains why Noach, who was a completely righteous individual, did not prevent the flood of his generation outright, instead simply warning others about its imminence and to protect themselves. According to the Zohar, the people of Noach's generation did not believe him nor did they believe that they could be in control of their circumstances. Our success in any endeavor depends on our complete commitment to it.
